Gliffy is a browser-based diagramming tool that supports collaboration. There is no specific mind map template but it could be used to prepare mindmaps, or at least bubble diagrams. Diagrams can be integrated into MediaWiki.

Price: Free (5 diagrams, public only); US$5/mth (premium); plugins are available for Jira and Confluence (not free).
